Rapid Rehousing

The Rapid Rehousing program provides safe, stable housing and wraparound services for transition-age youth (TAY) aged 19–25 who have aged out of the foster care system. The program focuses on housing stability, life skills, mental wellness, and economic mobility to ensure long-term independence and self-sufficiency.

What is your understanding of the issue that you are seeking to address?

Los Angeles County has one of the highest rates of youth homelessness in the nation, especially among TAY exiting the foster care system. These young adults often face barriers such as lack of affordable housing, trauma, unemployment, and limited support systems. Without stable housing and resources, they are at high risk for chronic homelessness, mental health crises, and involvement in the criminal justice system.

Describe the project, program, or initiative this grant will support to address the issue.

The Rapid Rehousing program addresses these challenges by providing subsidized housing for up to 24 months, along with intensive case management, mental health services, financial literacy training, and workforce development. Each participant works with a case manager to create a customized support plan, including employment or educational goals, emotional wellness, and life skills. The program is trauma-informed and culturally responsive, with a focus on building community and promoting long-term self-sufficiency.

Describe how Los Angeles County will be different if your work is successful.

This initiative will decrease youth homelessness, increase employment and education outcomes among former foster youth, and strengthen communities through more stable and economically independent residents. The long-term vision is to replicate the model across other service planning areas (SPAs) in Los Angeles.
