NRI Transitional Housing and Stabilization Program

This grant will support New Reflections, Inc.'s Whole-Person Transitional Housing and Stabilization Program, which provides safe housing and wraparound services to single adult men and women experiencing unsheltered homelessness in Los Angeles County. What is your understanding of the issue that you are seeking to address?

Los Angeles County has the highest population of individuals experiencing unsheltered homelessness in the nation, yet critical gaps persist in timely access to emergency services. New Reflections, Inc. (NRI) addresses this urgent issue by meeting individuals—many fleeing domestic violence, trafficking, or incarceration—at the intersection of immediate need and systemic delay. Far too often, people seeking emergency housing on a Friday face multi-day waiting periods that can endanger their safety and well-being. With decades of experience and a trauma-informed, person-centered approach, NRI fills this void by providing low-barrier access to shelter, food, clothing, and wraparound services. Our programs bridge the critical weekend and after-hours gap, ensuring individuals don’t fall further through the cracks while waiting for support. NRI offers relief immediate and long-term solutions that empower individuals to reclaim their dignity and achieve lasting stability.

Describe the project, program, or initiative this grant will support to address the issue.

The grant will support New Reflections, Inc.'s Whole-Person Transitional Housing and Stabilization Program, an evidence-based initiative designed to address unsheltered homelessness among single adult men and women in Los Angeles County. Grounded in Housing First and trauma-informed care models, this program provides up to 12 months of stable transitional housing paired with individualized support services to help clients regain independence. Each participant receives a comprehensive needs assessment and a personalized Care Plan with measurable goals focused on housing, employment, and wellness. Weekly case management sessions, combined with wraparound services, ensure consistent progress in addressing barriers such as trauma, domestic violence, behavioral health, and lack of identification or income. The program integrates health literacy and navigation support, recognizing that addressing physical and mental health is central to long-term stability. By coordinating services from a whole-person care framework, NRI reduces emergency service utilization and promotes sustainable reentry into permanent housing and community life.

If New Reflections, Inc. is successful, Los Angeles County will be a more responsive, equitable, and compassionate community where individuals experiencing unsheltered homelessness—especially those overlooked by larger systems—can access immediate, culturally relevant, and trauma-informed care. Our evidence-based, client-centered approach will close critical service gaps by ensuring that people are not left to fend for themselves during vulnerable times, such as weekends or after-hours. By stabilizing individuals through transitional housing and comprehensive support services, we will reduce the burden on emergency systems, lower recidivism, and increase pathways to self-sufficiency and permanent housing. Success means a county where even the most marginalized have a fair chance at healing and rebuilding their lives. Our vision is to demonstrate that small, community-rooted organizations—when supported—can drive scalable change, proving that dignity-driven, whole-person care.
