The Domestic Violence Emergency Shelter Manager (ES Manager) is responsible for overseeing the day-to-day operations of the Domestic Violence Emergency Shelter (ES) and 24-Hour Hotline (Hotline) with a team of shelter advocates. These services support domestic violence survivors (DV survivors) fleeing unsafe situations. This is a full-time, onsite position that requires access to confidential and sensitive information. Strict adherence to agency policies, procedures and confidentiality is required at all times.

Roles & responsibilities

40% Program Development and Management:

Oversee trauma-informed services for DV survivors calling the Hotline and/or entering ES.

Responsible for managing Hotline and ES functions and activities, including 24-hour continuous coverage.

In collaboration with the Program Director, regularly revise and update policies, practices, manuals, forms, tracking tools and other documents, and train staff to adhere to them.

Develop and implement programs and services to support community building and DV survivor growth, including House Meetings and Life Skills workshops.

Maintain and securely store accurate and up-to-date service data, client records, and documentation required for program and grant reporting.

40% Staff Development and Supervision:

Conduct monthly group supervision and monthly individual check-in’s with Shelter staff to provide guidance, coaching, and accountability.

Deliver ongoing, comprehensive training to build staff capacity in trauma-informed care, crisis response and compliance with organization policies, mandated regulatory practices, and evolving contract requirements.

Collaborate with Human Resources and Program Director to develop strategies on staff recruitment, training, professional development and retention.

Model appropriate de-escalation techniques and facilitate conflict resolution among staff and clients as needed.

Coordinate volunteer training and oversee volunteers and interns in shelter.

20% Operations Management and Agency Support:

Maintain a safe and clean facility with support from shelter team and Facilities Department.

Responsible for managing and tracking budget for shelter food and supplies.

Work with the Program Director to comply with regulatory agencies including permits, audit inspections, and safety inspections.

Attend and participate in all staff meetings, monitoring sessions, community events, and other agency related business.

Serve as a representative of the YWCA Glendale and Pasadena in the community, including with law enforcement agencies, schools, food banks, other domestic violence service providers, and other public and private service providers as needed.

Performs other duties as requested

Qualifications

Minimum 2 years’ experience in supervising a team of staff

Minimum 2 years’ experience in managing programs

Strong problem solving, collaboration, and verbal and written communication skills

Experience supervising volunteers

Experience in crisis intervention, knowledge in residential housing program services, and group facilitation.

Bachelor’s degree in social work, mental health, counseling psychology or a related field.

Master’s degree in social work or related field (Preferred).

Proficiency in Spanish or other languages (Preferred)

Must possess a valid California Driver’s License and have access to vehicle during work hours. Able to provide proof of insurance and clean driving record.

Must complete Live Scan and TB test prior to employment.
