The following provides a general description of duties for the Senior Staff Analyst. Please note that the summary of responsibilities and required abilities identified below are not to be construed as an exhaustive statement of duties, responsibilities, or requirements.

The Senior Staff Analyst will supervise and lead a team within the Contracts and Compliance Division that will design, develop, train, and implement efforts that transform and evolve how prevention, harm reduction and treatment contracts are managed and monitored with the expressed goal of streamlining practices, minimizing redundancies and inefficiencies, creating consistency, leveraging technology and focusing on quality client care and outcomes. This position will manage examination of current practices within this context and partner with leadership and staff to implement system and operational enhancements. Central to this role is the ability to approach work strategically and with a long-term vision of what is needed to advance the quality and effectiveness of substance use services through the contracting lens.

Roles & responsibilities

The duties of the Senior Staff Analyst include, but are not limited to, the following:

  • Direct and lead a team to design and implement strategies to ensure effective and efficient contract management and monitoring.
  • Contribute as a member of the leadership team in developing and implementing a strategic plan that modernizes operations and advances reform efforts.
  • Oversee and conduct analysis of current policies, procedures and workflows to determine what improvements are needed to ensure effective and consistent implementation; and manage efforts to address gaps and needs.
  • Design and manage a staff development and training strategy to ensure consistent understanding and application of established standards.
  • Identify and manage implementation of technological solutions to streamline tracking and report development and reduce reliance on obsolete tools.
  • Lead efforts to assess if current performance metrics are designed and managed in a way that achieves intended outcomes, and recommend modifications as needed.
  • Create and guide a plan that enables quick adoption of process improvement efforts and supports a productive and engaging organizational culture.

Qualifications

Minimum Qualifications

  • A Bachelor’s Degree from an accredited college or university in a discipline related to the core business function of the department -AND- six (6) years of experience in the analysis of public or non-public programs including those in health education, public health, healthcare management, public policy, social services, and/or social work/social welfare with two (2) years in a supervisory capacity. A Master’s Degree from an accredited college or university in a discipline related to the core business function of DPH may be substituted for one year of the required experience.
  • Experience leading a project and/or team to research, analyze and develop protocols, best practices, policy, regulations, and/or reports in a core area above (#1) with provider agency or community impact.
  • Experience designing and developing a change management or process improvement project to address a systems issue with significant organization or community impact.
  • Computer literate and skilled in the use of MS Windows-based programs, including MS Office (Word, Excel, PowerPoint).
  • Excellent oral and written communication skills.
  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
