About this organization

Pacoima Beautiful (PB) was founded in 1996 by five relentless mothers who became distraught by the unpleasant sight of trash and toxic smells they endured while walking their young children to school. They knew that the only way to create a safer and cleaner community for their children and neighbors was through collective action. Like good neighbors, they joined forces to bring Pacoima some of its first major community clean-ups and tree planting events. These beautification projects set the grassroots foundation that our organization has stood by for nearly 30 years.

Reporting to the Executive Director (ED), the Human Resources Specialist plays a key role in supporting Pacoima Beautiful with HR services as the administrator of the employee health and welfare benefit programs. Manage leaves of absence, communicate staff news, maintain HR records, conduct onboarding activities, and adhere to all compliance requirements.

SALARY: $62,000 - $70,000

Roles & responsibilities

Recruit qualified candidates for open positions, managing candidate quality, recruitment expense, and timeliness. Handle new hire onboarding process for direct hires (W-2) and contractors (1099).

Review nonexempt employee timecards for accuracy in compliance with State and Federal laws as needed.

Manage company’s overall compliance with employment laws and regulations including, but not limited to, FMLA, CFRA, FEHA, ADA, FLSA, COBRA, and OSHA. Manage LOA documentation and advise on “reasonable accommodation” issues that may arise.

Stay current on all HR legal/regulatory changes. Update Employee Handbook as needed.

Manage FLSA job classifications and ensure compliance with minimum pay requirements for exempt and nonexempt jobs; update current job descriptions and prepare draft descriptions for new roles.

Manage performance review process including master calendar and prepare staff communications.

Counsel managers on preparing employee disciplinary documentation; review employee terminations for compliance with applicable laws. Prepare offboarding documentation.

Conduct Sexual Harassment Prevention Training as required by State law; conduct investigations of employee complaints and recommend corrective actions.

Manage new Workplace Violence Prevention Program as mandated by CA law.

Maintain all confidential employee personnel folders and related files (e.g., immigration documentation, personally identifiable health information, etc.) in accordance with record retention guidelines.

Qualifications

3-5 years related HR experience, preferably in a nonprofit, mission-driven work environment.

Bachelor’s degree or the equivalent in education and experience.

Excellent written and spoken communication skills (including BILINGUAL SPANISH)

Demonstrated ability to build trust and authentic relationships across the organization; this includes external contacts with vendors and other third-party service providers.

People skills that demonstrate respectful behaviors in a very diverse, multicultural employee environment.

Experience managing or supporting benefit programs at a medium-size organization.
