As one of 21 regional centers in the state of California, the Lanterman Center serves over 9,000 children and adults with developmental disabilities, who have or are at risk for a developmental delay or disability, and who are at high risk of parenting an infant with a disability.

About this job

The incoming Controller is responsible for managing the full accounting function of the organization from recording of transactions to preparing financial statements; including budgets, taxes, planning, as well as supervising the Accountant and Accounting Associates. The Controller works directly with the management team, banks, taxing authorities, auditors, the State of California, and others as necessary in the interests of the Center. The ideal candidate has an excellent track record of managing compliance with generally accepted accounting principles, state regulations and contract requirements, and internal policies and procedures. The Controller position is an in-person position and the Center requires all employees to be vaccinated or adhere to weekly testing protocol.

Roles & responsibilities

Accounting/Auditing Functions

-Oversees the accurate and timely processing of all financial transactions with the State, service providers, and vendors.

-Manages all financial transactions including all accounts payable authorizations and disbursements, cash receipts, accounts receivable, and maintenance of the general and subsidiary ledgers – ensuring the integrity of the general ledger and all other accounting records.

-Develops and maintains procedures to ensure the effective control of receipts and expenditure of funds; reviews bank accounts and other account reconciliations; and manages cash flow and interest earnings to the Center’s advantage.

-Recommends investments of excess funds according to the Board approved investment policy.

-Establishes and maintains effective banking relationships; ensures signature cards are in compliance with State requirements and on file with the bank.

-Coordinates the completion of all financial and regulatory audits.

-Assists auditors in the examination of accounting records, attends related proceedings and resolves discrepancies; Prepares and/or coordinates the filing of all tax returns and exemption documents

-Maintains and enforces all internal control policies to ensure proper controls over cash/checks/electronic payments, accounting records, and the general ledger.

Management, Budgeting & Reporting Functions

-Performs supervisory duties, including recruiting staff, assigning and monitoring of workload, conducting performance appraisals and maintaining job descriptions.

-Provides staff training, counseling, and enforces all Center’s employment policies.

-Develops, maintains and oversees the written workplans, objectives and progress reports for the Accounting Unit.

-Assists in the development and preparation of the annual budget, reporting of the budget status, and review of budget amendments.

-Ensures proper record-keeping within established computer systems, monitors expenses and reports on the reasons for variances against the budget.

-Prepares monthly financial reports, monthly claims for reimbursement to the State, and various reports for management, Board of Directors and State of California.

Payroll and Benefits

-Oversees the payroll processing function, including interfacing with and the payroll system provider the Human Resources Unit.

-Monitors payroll tax payments and payroll bank account reconciliations. Ensures the timely payment and accuracy of benefit payments.

-Ensures related bank account transfers and wire transfers to benefit agencies are completed as needed.

-Interfaces with the Revenue Unit in the coordination of client revenue related activities, which include disbursing of client funds used to purchase services, recording receivables and payables between Center accounts and client account, and completing related banking transactions.

-Maintains the accounting integrity between fund accounts and reviews the reconciliation of subsidiary reports to general ledger, prepared by Revenue Manager.

Qualifications

-Bachelor’s degree or MBA in Accounting, Finance or Business or Certified Public Accountant

-A minimum of 4 years of experience in budgeting, accounting, and financial reporting preferred.

-Working knowledge of generally accepted accounting principles, governmental principles, and procedures of accounting as well as the ability to communicate accounting concepts.

-Must be able to draft, interpret, and apply relevant regulations, policies and procedures, possess knowledge of accounting software and reporting systems in addition to advanced knowledge of Excel and other Microsoft Office applications.

-Excellent verbal and written communication skills.

-Proven leadership experience and management skills.

-Superior interpersonal, negotiation, and conflict resolution skills.

-Strong analytical and problem-solving skills.

-Ability to act with integrity, professionalism, and confidentiality.
