What is your understanding of the issue that you are seeking to address?

Los Angeles County is in the grip of a deepening housing affordability crisis. According to the California Housing Partnership, nearly half a million low-income renter households in the county lack access to an affordable home—defined as one costing no more than 30% of household income. A staggering 77% of extremely low-income households, those earning less than 30% of area median income (AMI), spend more than half of their income on housing, compared to just 3% of moderate-income households. To afford the average rent of $2,498, a renter would need to earn $48.04 per hour, almost three times the city’s minimum wage. Meanwhile, HUD reports a sharp rise in AMI, from $98,200 in 2024 to $106,600 in 2025, masking the growing gap for low-wage earners. As housing costs soar, families face impossible choices between rent and other essentials. Housing instability compromises health, well-being, and opportunity, making affordable housing not just a need, but a necessity.

Describe the project, program, or initiative this grant will support to address the issue.

Linc will address the housing affordability crisis by continuing our work on more than 1,600 deeply affordable and environmentally sustainable housing units in our pipeline (568 currently under construction and 1,064 in pre-development). As one of the most impactful nonprofit developers in LA County with 41 years of experience, we focus on creating long-term solutions that do more than just provide shelter, they foster stability, community, and opportunity.
Our unique, mission-driven approach integrates environmental sustainability and supportive services into our housing. We specialize in creating permanent supportive housing (PSH) for people who have experienced homelessness, as well as affordable homes for low-income families, seniors, and veterans. Our thoughtfully designed buildings are equipped with energy-efficient systems and healthy materials to reduce utility costs and environmental impact.
Beyond construction, Linc actively collaborates with community stakeholders, local governments, and service providers to ensure each development responds to its neighborhood. We design community spaces and integrate on-site services that promote health, education, and economic mobility.
Linc not only creates homes but also transforms lives. By providing housing that is affordable, residents are better able to focus on employment, education, and family well-being. This holistic and equity-centered model is key to addressing housing insecurity and building stronger communities.

Describe how Los Angeles County will be different if your work is successful.

If Linc is successful, thousands more people in LA County will live in safe, stable, and affordable homes, no longer be burdened by housing insecurity, and can instead focus on building brighter futures. With more than 2,400 apartments already in operation in the county, Linc will expand our impact by opening 340 new homes in Glendale and 177 at two supportive housing communities in Long Beach during the grant term. Another 879 units across nine sites are expected to move into construction. These homes will serve individuals and families who have experienced homelessness, seniors, and others with limited incomes. The impact is transformational, just ask Tammy, who moved into Linc’s Cadence community in Watts after 26 years of instability. With a permanent home, she became a medical assistant and reunited with her family. “Because of my home,” she says, “I have a lot of goals and plans for my future.” Linc’s work makes futures like Tammy’s possible.
