This grant will support Project Miracle, Praise Sanctuary Ministries’ 27-bed Interim Housing Project for adults experiencing homelessness with mental health challenges. The program provides safe housing, mental health support, case management, and pathways to permanent housing, addressing the root causes of homelessness through compassionate, wraparound care. Project Miracle aims to restore stability, dignity, and hope for some of the most vulnerable individuals in the Second District and surrounding areas.

What is your understanding of the issue that you are seeking to address?
Los Angeles County faces a growing crisis of homelessness, especially among individuals living with mental health challenges. Over 75,000 people experience homelessness here, with nearly one-third reporting mental health challenges. Many are unable to access consistent treatment, safe shelter, or basic services, resulting in chronic instability, trauma, and premature death. This crisis affects our entire community, straining hospitals, emergency systems, and public health. We must act now to provide dignified, trauma-informed housing solutions that break the cycle and save lives.

Since 1989, Praise Sanctuary Ministries has actively served the community by addressing critical needs in food & income security, providing mental health support, leading community outreach initiatives, & promoting sustainable solutions for individuals experiencing homelessness. While we’ve had success in this area, PSM through partnerships with CDBG & Supervisor Holly Mitchell’s Office is now in the design phase of Project Miracle, a 27-bed interim housing facility tailored for adults experiencing homelessness & living with mental health challenges. Located in South Los Angeles, Project Miracle will provide trauma-informed, culturally responsive care in a secure, dignified environment. Services include mental health screenings, individual & group therapy, psychiatric care, medication management, case management, & housing navigation. What sets Project Miracle apart is its integration of faith-based compassion with clinical best practices & its intentional focus on historically marginalized Black and Brown communities. Residents also receive workforce readiness training, life skills support, & peer mentorship, creating a holistic path to recovery & permanent housing. Our multidisciplinary team, comprising clinicians, case managers, & peer support workers, collaborates to ensure continuity of care & individualized service plans. Project Miracle not only addresses the urgent need for shelter but also creates a foundation for stability, healing, & long-term transformation.
Describe how Los Angeles County will be different if your work is successful.
When successful, Project Miracle will reduce homelessness among mentally challenged adults by providing safe shelter, healing, and pathways to stability. In the short term, we will house and support 27 individuals, connect them to mental health services, and help at least 70% transition into permanent housing. Long term, our model will serve as a replicable blueprint for faith-based, trauma-informed interim housing across LA County, supported by the Department of Mental Health. By scaling this approach through partnerships, we aim to transform care for unhoused populations, replacing crisis response with compassionate, sustained recovery.
