
eLockbox™: A Smart Digital Identity & Emergency Resilience Initiative
The eLockbox™ initiative provides foster and systems-impacted youth (FSIY) & low-access households secure, digital access to vital life records (VLR)— such as birth certificates, Social Security cards, photo IDs. & medical documents, not limited to—ensuring continuity of care & resources by receiving social services benefits, education, career & support services, even during disasters like the wildfires. By eliminating paper-based systems, the project reduces carbon footprints and enhances climate resilience for vulnerable communities.

What is your understanding of the issue that you are seeking to address?
In LA many FSIY lack consistent access to VLR, despite mandates requiring them by age 16. Frequent placement changes, system delays, & missing records leave them unprepared to access essential services. Disasters like wildfires further complicate access, often destroying paper records and displacing families. eLockbox™ provides a secure, digital solution—ensuring FSIY can access their critical documents anytime, anywhere, especially during emergencies.
eLockbox™ is the result of over 16 years of legislative advocacy, pilot programs, and digital innovation. LA, Inc. authored and championed CA Bills that include: AB 1148 (2009): Created LA, Inc.’s Virtual Assisted Living and Education - VALE™ program.
AB 1920 (2010): Authorized a Digital Document Storage Pilot Program, validating eLockbox™.
CA Dept. of Public Health launched - AB 2967 (2019): Secured fee waivers for birth certificates, facilitating document retrieval for foster youth.
Describe the project, program, or initiative this grant will support to address the issue.
This grant will support the final development, launch, and training of youth and staff on eLockbox™. A HIPAA-compliant and integrated with LA, Inc.’s Salesforce, Google Workspace, & Apricot. It ensures privacy, accessibility, and continuity of care. LA, Inc.’s case managers (CM) provide hands-on support.
It’s a secure digital backpack where youth can keep all their important documents. This helps because sometimes things like wildfires, moving from placement to placement can make it really hard to find your papers when you need them.
With eLockbox™, a youth can log in with a password (just like logging into a video game or school account) & see or download their important records whenever they need to. Maybe it’s for signing up for school, getting a job, or going to the doctor.
Even if youth doesn’t live in the same place or has to move often, their eLockbox™ is always there—safe, private, and ready to help them take care of their future.
eLockbox™ is a key component of the V.A.L.E.™ program, which provides hybrid academic and career-readiness services. By digitizing critical records, it eliminates reliance on paper systems, increases youth mobility, and enables access to education, housing, and employment—even in emergencies like wildfires or displacement. This initiative also introduces a scalable, climate-aligned model that reduces carbon impact from traditional recordkeeping while preparing youth for careers in technology and green industries.

As eLockbox™ is implemented, LA will gain a climate-resilient, youth-centered digital infrastructure ensuring FSIY and other vulnerable communities never lose access to VLR—even during displacement or wildfires. This secure, mobile platform empowers youth to access documents needed for education, jobs, housing, and healthcare. Aligned with LA2050’s “Learn,” “Create,” and “Live” goals, eLockbox™ equips youth with digital tools and support to succeed in STEAM education and tech-driven careers. Integrated with LA, Inc.’s 25-year-old V.A.L.E.™ program, it combines hybrid life skills & academic guidance with digital access, helping youth build stable, forward-looking lives. By 2050, paper-based systems will be replaced by sustainable, secure solutions that reduce carbon impact, withstand climate disruptions, and ensure continuity of care. eLockbox™ will stand as a permanent equity infrastructure, positioning LA as a national model for digital justice and youth resilience.
