
Connecting San Pedro’s Future by Trolley
This grant will support the expansion of San Pedro’s trolley system to connect new attractions opening at West Harbor and prepare for the influx of visitors during the 2026 World Cup and 2028 Olympics. The project includes installing new trolley stops, adopting TripShop software, and training drivers as tour guides as part of the launch of our new electric trolleys. By strengthening mobility and tourism infrastructure, this initiative will help San Pedro thrive as a vibrant, connected waterfront community.

What is your understanding of the issue that you are seeking to address?
San Pedro is on the cusp of a major transformation with the development of West Harbor, increased tourism, and global events like the World Cup and Olympics on the horizon. However, the area currently lacks adequate last-mile transportation options to connect residents and visitors to its expanding waterfront attractions, downtown businesses, and cultural landmarks. Without proactive investment in accessible, sustainable, and well-coordinated transit infrastructure, San Pedro risks missing critical opportunities for inclusive economic growth, environmental progress, and community engagement. This project seeks to close that gap by modernizing and expanding the trolley system to meet current and future mobility needs.
Describe the project, program, or initiative this grant will support to address the issue.
This grant will support the expansion and modernization of San Pedro’s free trolley system to better serve the evolving needs of residents, businesses, and visitors. Our initiative will install new trolley stops strategically located near emerging attractions, cruise terminals, and pedestrian zones to enhance connectivity across the Waterfront. To ensure efficiency and real-time accessibility, we will implement TripShop software, a rider-focused planning and tracking tool that will make the rider experience more enjoyable and seamless by showing them what there is to do and when a trolley will arrive at each stop. We are currently transitioning to electric trolleys, reinforcing our commitment to sustainable mobility and reduced emissions. Together, these efforts will transform the trolley system into a modern, inclusive, and future-ready transit solution that supports San Pedro’s continued growth and vibrancy.

If our work is successful, Los Angeles County will benefit from a model of community-based, sustainable transportation that connects people to opportunity, culture, and commerce. San Pedro will serve as an example of how neighborhoods can modernize local transit in a way that supports tourism, prepares for global events, and enhances quality of life for residents. By expanding trolley routes, introducing clean electric vehicles, and using smart software to improve access and planning, we will reduce traffic congestion, lower emissions, and create a more inclusive and walkable waterfront. This project will not only uplift San Pedro, it will demonstrate how investing in last-mile mobility can make all of L.A. more livable, connected, and prepared for the future.
