"LA's 99+ Neighborhood Councils lack community-controlled technology infrastructure and sustainable revenue streams. Current digital divide solutions don't address community ownership, creating dependency rather than empowerment. Without research-grade connectivity and local economic opportunities, communities remain digitally excluded while outside entities profit from their data and needs."

"Tutortronics-CalTek.Net creates dual-entity community ownership model: for-profit Tutortronics LLC generating revenue through drone services ($50K), NFT marketplace ($30K), celebrity partnerships ($100K), and educational consulting ($40K), while Community Partners CalTek.Net project provides digital infrastructure via CENIC CalREN research-grade broadband. Shared Odoo 18CE platform serves both entities, reducing costs $18K annually. Phase 1 connects 15 pilot NCs, expanding to 99+ citywide coverage. USC academic partnerships provide research credibility while world-class advisory network (Dr. Randal Pinkett, Jaron Lanier, Will.i.am, Jacque Fresco) ensures community empowerment and systems thinking approach."
