NTC aims to transform instruction for LA’s multilingual learners (MLLs). Our consortium model unites charter networks across the city, fostering a collaborative learning community for instructional leaders. This grant will accelerate the adoption of cutting-edge, asset-based instructional strategies across networks, with targeted pathways designed to support MLLs, and create a powerful collective of educators dedicated to unlocking the full potential of every multilingual student and ensuring their long-term success.

NTC's long-standing LA charter network relationships offer deep insight into evolving teacher and student needs. Despite shrinking budgets from lost ESSER funds and other pressures, our partners are dedicated to maximizing resources. We aim to unite them in a collaborative consortium model, leveraging collective expertise to provide high-quality, asset-based instruction for MLLs.
About 21% of charter school students in LA are considered MLLs, but limited specialized professional learning budgets have caused fragmented approaches to MLL instruction. Empowering instructional leaders to effectively coach teachers around MLL practices is vital for rigorous, caring learning environments and accelerating student achievement. Our consortium model offers a timely, cost-sharing solution to uplift MLL instruction across multiple networks simultaneously.
Describe the project, program, or initiative this grant will support to address the issue.
NTC plans to expand current partnerships with LA charter schools by establishing a dynamic consortium model. This consortium will unite charter instructional leaders to advance systems alignment, develop asset-based instructional tools, and cross-pollinate best practices to meaningfully impact MLLs across the city.
Our goal is clear: improve outcomes for students by strengthening leadership and systems, empowering instructional leaders to effectively coach teachers, and equipping teachers with research-based instructional strategies to ensure every multilingual student gets the targeted support they need to thrive. Over 90% of NTC’s training participants report increased confidence in creating student-centered learning environments, demonstrating our proven approach.
Through this consortium, we will:
Convene instructional leaders to align curriculum, assessment, and pedagogy, specifically for MLLs
Structure cross-network classroom observations using differentiated MLL tools
Deeply explore high-impact practices for students in dedicated professional learning communities
Now is the critical moment to meet the urgent needs of LA's teachers and students. Amidst federal uncertainties, natural disasters, and ongoing pandemic ripple effects, NTC aims to develop a sustainable model of support for educators and leaders. This model will provide the essential space for collaborative development, ensuring lasting positive change for all students.

NTC's shared learning experiences for instructional leaders would mean more effective teacher support, higher-quality instruction, and greater teacher stability, fostering stronger learning environments across charter schools in LA.
Sustainability and Impact: We'll collaboratively set and monitor goals, building a compelling case for scaling this consortium and creating future learning opportunities.
Enhanced Teacher Development: Leaders, equipped with research-based frameworks, will provide targeted coaching. Asset-based tools and feedback empower teachers to refine skills and implement inclusive strategies for MLLs.
Aligned Student Support: By fostering shared understanding of high-impact practices, teachers will create optimal learning environments for all students, especially MLLs. Cross-network collaboration will build common frameworks for observing and addressing MLL needs, ensuring equitable, high-quality instruction regardless of the charter school.
