Los Angeles County foster youth continue to sit at the intersection of our country’s most pervasive social issues including homelessness, poverty, human trafficking, food insecurity, addiction, and mass incarceration. These systemic challenges are compounded by the emotional and psychological toll of living in foster care, where youth are four times more likely to be diagnosed with a learning disorder and seven times more likely to suffer from anxiety, depression, and PTSD. Despite nearly all high school foster youth expressing aspirations to attend college, only half graduate from high school, and a mere 3% earn a college degree. Upon aging out of the system, one in five foster youth becomes instantly homeless, and within 18 months, 50% are homeless or incarcerated. Additionally, 60% of human trafficking victims are former foster youth, highlighting the severe vulnerability of this population.

By providing access to food resources, the program combats the severe food insecurity that many foster youth face. To support academic success, Rapid Response supplies necessary educational materials, tuition relief, and technology access, enabling foster youth to continue their studies without interruption. Emotional support is also a cornerstone of the program, offering mentorship and guidance. The swift intervention, provided within 72 hours of referral, ensures that the aid is timely and effective, preventing crises from escalating. Overall, the Rapid Response program directly mitigates the systemic barriers that threaten the well-being and future prospects of foster youth, helping them achieve stability, continue their education, and work towards a self-sufficient and successful future.
