Canopy Roots is a contracted provider with The City of Los Angeles, Mayor’s Office of Community Safety (MOCS), to operate the Los Angeles CIRCLE (Crisis and Incident Response through Community-led Engagement) program. This is a 24/7 unarmed response program that deploys trained teams to address non-urgent and non-violent LAPD 911 calls related to unhoused individuals experiencing crisis. Program goals include disrupting the reciprocal relationship between houselessness and the criminal justice system, de-escalating and supporting stabilization to people experiencing homelessness, and promoting sustained positive outcomes for community members through compassionate and trauma-informed intervention and connection to appropriate services and resources, including case management. Canopy Roots will be operating the CIRCLE Program in the Hollywood Zone of Los Angeles.

As our Canopy Roots LA CIRCLE Program Manager, you will oversee the clinical approach and day-to-day operations of the Canopy Roots LA CIRCLE program and serve as the direct supervisor to the program Licensed Mental Health Clinician (LMHC)/ Licensed Clinical Social Worker (LCSW) and the Support Team Advocate and Support Team Leads. The Program Manager is directly involved in planning, implementing, and evaluating program effectiveness and serves as the primary point of contact for the City. Expectations for this role include setting a consistent and exemplary example of Canopy’s values in action.
This position is held by a Licensed Mental Health Clinician (LMHC), including those holding LPCC or LMFT licensure, or a Licensed Clinical Social Worker (LCSW). The role requires the Program Manager to be on-call for consultation outside of work hours, in rotation with the LMHC/LCSW, and as a backup to the response team 24 hours a day. The Program Manager is supervised by Canopy’s Director of Clinical Operations, based in Minneapolis, MN.
**Job Details**
• Start Date: As soon as possible
• Location: Los Angeles, CA, (primarily community-based, with required attendance at weekly staff meetings taking place either online or in the office)
• Hiring Salary Range: $105,000 -$125,000; Starting salary will depend on your skills and demonstrated readiness for the role.
• Hours/Day: Monday-Friday, 40+ hours a week, including on-call responsibilities and evenings, or weekends when necessary. The work setting is flexible, with the ability to work remotely, but working from the office or community is required for completion of job duties and maintenance of stakeholder relationships.

Roles & responsibilities
**Clinical and Operational Oversight of CIRCLE Program**
• Oversee 24/7/365 Response Team coverage, managing on-call duties and ensuring effective clinical operations in rotation with LMHC/LCSW
• Provide regular supervision and performance evaluation to LMHC/LCSW and the members of the Support Team
• Partner with People Operations Generalist/Admin Coordinator and LMHC/LCSW for recruitment, hiring, and staff engagement initiatives
• Oversee staff training and development in collaboration with LMHC/LCSW department to meet program needs and ensure clinical relevance, in collaboration with the Training & Development department as needed
• Manage program budget, track costs, ensure budget compliance in collaboration with the Canopy Roots Finance Department
• Establish and enhance communication systems across teams for effective coordination within the 24-hour program
• Collaborate with LMHC/LCSW, Leads, and Outreach Advocates to address issues and continuously improve processes and service delivery
• Serve as dotted-line supervisor to People Operations/Admin Coordinator, and coordinate with this role’s MN-based supervisor (People Operations Manager) on performance management and work assignments
• Develop, review, and update program policies and procedures to ensure operational effectiveness, safety, and regulatory compliance
**Program representation and collaboration with technical stakeholders**
• Work collaboratively with the Contract Operations Manager to ensure the program adheres to the terms of the service contract and implement changes based on stakeholder needs
• Gather, analyze, and report program data to drive decision-making, communicate trends, and support continuous program improvement
• Seek resources for program improvement, including research, expert advice, and best practices
• Collaborate with technical stakeholders and the Contract Operations Manager to maintain positive relationships with relevant entities, including the City of Los Angeles, first responders, and community providers
• Other duties as assigned
Qualifications

• Holds active mental health licensure in the state of California, including LPCC, LMFT, and LCSW
• 3+ years of post licensure experience providing mental health treatment services
• 3+ years of successful supervision/leadership experience
• Experience successfully working with unhoused populations, BIPOC, and other marginalized communities
• Demonstrates excellent written/verbal communication and collaboration skills
• Experience working in treatment settings that include mental health crisis intervention
• Strong knowledge of community resources and levels of care for mental health treatment in Los Angeles, CA
• Experience interacting with stakeholders in government and/or law enforcement
