POSITION OVERVIEW

The CFO is a key leadership role reporting to the Chief Executive Officer in the areas of Finance, Financial Compliance, and Financial Risk Management requiring strong problem-solving skills and analysis of organizational impact. The CFO is responsible for directing the fiscal functions of Union Station Homeless Services (USHS) in accordance with generally accepted accounting principles issued by the Financial Accounting Standards Board, the Securities and Exchange Commission, and other regulatory and advisory organizations in accordance with financial management techniques and practices appropriate within the nonprofit industry. As a member of the Executive Team, the CFO will be involved in strategic planning and its execution to meet organizational goals.

POSITION RESPONSIBILITIES

Organizational Leadership

  • Participates as a member of the Executive Team to provide a united, visible, and strong leadership presence across the organization to help instill new thinking, focus, and prioritize efforts, and operationalize the organization’s strategic plan.
  • Partners with the CEO and Executive Team in promoting the long-range plans and goals of the organization.
  • Participate in the development of the corporation's plans and programs as a strategic partner.
  • Evaluate and advise on the impact of programs, strategies, regulatory actions and give financial perspective on any contracts into which Union Station Homeless Services may enter.
  • Enhance and/or develop, implement, and enforce policies and procedures of the organization by way of systems that will improve the overall operation and effectiveness of the organization.
  • Provide timely and accurate analysis of budgets, financial reports and financial trends in order to assist the CEO, the Board and other senior executives in performing their responsibilities.
  • Provide up to date analyses of the fiscal health and sustainability of the organization, including long-term forecasting and sustainability
  • Provide technical financial advice, prioritize the continual improvement of budgeting processes, and share knowledge with other key agency staff.

Finance & Accounting

  • Plan, develop, organize, implement, direct, and evaluate the organization's accounting and finance departments.
  • Oversee the annual financial audit and tax filings as well as assist with programmatic and contract audits and monitoring with the Contracts and Compliance Department.
  • Oversee the timely submission of government invoices and ensure the maximization of grant budgets wherever possible.
  • Oversee all banking and investment relationships; monitor and work with investment managers to provide oversight of organization’s investments. Make recommendations on how to build, maintain and make use of investments.
  • Work with the Development Department to assist with grant submissions, funder requests and financial reports.
  • Develop a reliable cash flow projection process and reporting mechanism that includes minimum cash threshold to meet operating needs.
  • Evaluate the finance department structure and team; plan for continual improvement of the efficiency and effectiveness of the group as well as provide individuals with professional and personal growth opportunities.

Risk Management & Compliance

  • Develop and oversee risk mitigation policies and procedures to ensure adherence to legal, ethical and financial standards.
  • Collaborates with USHS’s legal counsel on financial risk management issues as needed.
  • Regularly evaluate internal control procedures and accounting policies to ensure compliance with audit, government and funder requirements and to protect agency assets.
  • Partner with the Contracts and Compliance Department to monitor and ensure fiscal compliance to government and other contracts.
  • Work with Contracts and Compliance Department to ensure compliance and auditing of sub-contractors as well as to validate subcontractor submissions.

QUALIFICATIONS

  • Successful track record of progressive responsibility in accounting and financial management, including managing an annual operating budget greater than $5M and the supervision and management of financial staff in a nonprofit agency.
  • Solid experience coordinating audit activities and managing reporting, budget development and analysis, accounts payable and receivable, general ledger, payroll, and accounting for investments.
  • Bachelor’s Degree in Accounting or related field required; Master’s Degree preferred.
  • Experience in financial management and reporting on government contracts.
  • CPA or CMA designation is a plus.
  • Excellent organizational, interpersonal and communications skills.
  • Personal qualities of integrity, credibility, and commitment to Union Station’s mission.
  • Understanding of and aptitude for current government regulatory and compliance practices.
  • Advance working knowledge of financial management software such as Blackbaud Financial Edge and QuickBooks and proficiency in utilizing ADP.
  • High proficiency in Microsoft Suite applications and a Google based working environment.
  • Proven track record in grants management as it relates to compliance and reporting of government, corporate and foundation grants.
  • Ability to foster a success-oriented, accountable environment within the organization; must be skilled in organizational development, personnel management, budget and resource development, and strategic planning.
  • Ability and desire to translate complex financial concepts to individuals at all levels including finance and non-finance managers.
  • Possess a valid California driver's license and have access to a properly registered and insured vehicle.
