POSITION TITLE: Senior Manager of Market Expansion (known internally as Senior Manager, National Expansion)
LOCATION: Any location, preference for candidates located in Per Scholas cities
REPORTS TO: Senior Director, National Expansion


Per Scholas seeks a Senior Manager of Market Expansion (known internally as Senior Manager, National Expansion) to provide support to Per Scholas in bringing its innovative model to new cities nationally. By 2023, Per Scholas hopes to serve 6,000 new students across our existing sites while growing programming to new cities through in-person and remote learning.

The National Expansion team will be integral in assessing market viability and sustainability. This role supports the Senior Director, National Expansion and the leadership team in the relevant research analysis, city based due diligence, partner development, and in researching funding opportunities needed to launch and scale successfully.

The Expansion team is often the first point of contact in future markets, functioning as the face of Per Scholas focused on relationship building before local staff.


  • Macro-level evaluation of market:
  • Evaluate technology employment opportunities, local funding, competition, community need, and potential partnerships in the target markets
  • Schedule and conduct preliminary discussions with key local constituents: funders, employers, nonprofits, and government leaders, including relevant leadership staff into these conversations. This includes cold calling and prospecting.
  • Collect and evaluate relevant data against market criteria to determine the likelihood of success in a target city (Bureau of Labor Statistics, Emsi-Burning Glass Labor Market Analytics and other local labor and demographic data sources)
  • Partner with the development team with prospect researching, identify local funders and points of contact to assess interest in providing long-term funding support for new campuses
  • Support Senior Director, National Expansion in presenting new market research to Per Scholas National Leadership Team

Launch and Transition:

  • Support with new site staff interviews, specifically Site/Managing Directors ensuring that candidates can best represent Per Scholas and its mission with an eye towards our future learners in each city
  • Work closely with the VP of Program Implementation and Regional SVP to transition local relationships to new Site/Managing Directors through launch
  • Partner with National Admissions team and the new Site/Managing Director to support with outreach to local community partners to recruit learners for the first class launch
  • Work closely with the development team to edit proposals for new funding for local funders/investors speaking specifically to local relationships and partnership opportunities
  • In partnership with SVP, Core Mission Support, network for space options in new cities
  • Work with Senior Director, National Expansion to cross functionally across Per Scholas teams to create and update a replicable plan to maintain key elements of a successful transition


Professional Qualifications

  • Three to five years of relevant work experience in IT talent acquisition, workforce development or related fields required.
  • Knowledge of the structures and dynamics of city and state governments highly preferred
  • Demonstrated experience securing funding to support new projects/initiatives preferred but not required
  • A keen understanding of the dynamics of foundation, corporate, and government funding with demonstrated fundraising and development success
  • Experience in the strategic planning and execution of multiple-stakeholder initiatives, including project design, budgeting, contracting, implementation, and evaluation, as well as linking operational and business functions to strategic objectives
  • Knowledge of workforce development history, research, and policy; or demonstrated expertise in a complementary discipline and a willingness to invest significant time in learning
  • Experience developing, managing, and implementing projects, plans, and processes
  • Ability to travel up to 30% of the time
  • Salary Range 60-80k
