Project Access is a national nonprofit 501(c)(3) that provides Resident Services with vital on-site health, education, and employment services to over 20,000 children, families, and seniors living in affordable housing and workforce neighborhoods across the country. Reporting to the CEO, the Chief Operations Officer (COO) is a strategic leader who will lead ambitious growth and scaling goals in operations, staffing, and partnerships. A sound businessperson and problem-solver, the COO will identify and fill gaps in leadership, create and track progress and metrics across multiple projects, anticipate upcoming issues, and work with the leadership team to re-imagine the "big picture."

The ideal candidate will have a background in successful operations management in social or private enterprise and demonstrated success in working with executive teams to evaluate and implement strategic plans that include diverse revenue streams. The COO is always looking for ways to improve staff morale and culture, and update operations, programs, processes, and organizational practices to create a space where staff want to work and feel valued. The candidate is a natural leader with a strong ability to prioritize goals, right-size management tools considering current and future organizational capacity, and understand how data and metrics can be used to measure programs against Key Performance Indicators (KPIs).


Organizational Leadership & Growth

  • In collaboration with the CEO, provides leadership and oversight of key strategic growth targets, focusing on organizational expansion.
  • Completes an in-depth internal assessment to determine capacity and infrastructure for multi-year growth, including: Ensuring processes and procedures are scalable; Resources are appropriate; Organizational structure and staffing are sustainable; Analyzing for the possible reorganization of key departments/ functions; Forecasting relevant business development opportunities.
  • Oversees all internal operations.
  • Develops actionable business strategies aligning effectively with mission, vision, budget, and strategic growth goals.
  • Assesses and implements efficient and consistent workflow standards, processes, and protocols for organizational structure, and department support that ensure delineated ownership.
  • Partners with CFO and CEO to create an investment plan based on budget and forecasts.
  • Leads key efforts to implement the strategic plan, including monitoring progress and results that track against timeline. Provides regular updates to the CEO and executive leadership team on risks, changes and upcoming actions/events.
  • Ensures transparency and ongoing communication throughout the organization to maintain awareness of strategic goals and cross-department collaboration.
  • Evaluates risk and identifies strategies to manage compliance and information security.
  • Defines and implements knowledge management strategy to create accessible and current information and content.
  • Serves as a representative to the Board of Directors, partners, donors, employees, legislative bodies, and the general public.

Human Resources & Staff Management

  • Provides leadership for all HR functions, including strategic growth, hiring, performance management, development and goal setting.
  • Oversees the newly launched People Management strategy.
  • Evaluates human capital trends, leveraging strategies to attract, engage and retain top talent, providing solutions to meet organizational needs.
  • Develops a balanced scorecard to publish across the organization, training on specific metrics which include relevancy and their relationship to strategic goals, in addition to how staff can impact results.
  • Promotes a culture of strong performance and shared success, supporting evaluation of growth readiness, including staffing and stabilization.
  • Ensures policies and procedures are in place to promote company culture and vision.
  • Creates service delivery, workforce planning model, and structural design to support Resource Center growth/achievement of outcomes.

Reporting & Quality Assurance

  • Partners with organizational leaders to have a shared understanding of data and reporting needs.
  • Identifies methods to increase early awareness of trends, analysis capability, data-driven decision making and reporting efficiencies.
  • Partners with organizational leaders to evaluate stakeholder experiences and identify opportunities to replicate approaches and opportunities for improvement.
  • Monitors organizational performance and establishes corrective actions for continuous improvement.
  • Designs a contingency plan for business continuity in the event of various scenarios, such as natural disasters and health crises.
  • Creates feedback loops that link business development strategy to customer experience and center outcomes.

Resident Services

  • Collaborates with the VP of Resident Services to implement a long-term staffing strategy for the department, focusing on supporting staff retention, optimizing program operations workflow, and achievement of center initiatives.
  • Oversees the program to ensure growth targets are in place.
  • In conjunction with the VP of Resident Services, analyzes resident participation rate against overall population for center services to determine impact.


  • A minimum of ten years demonstrated work experience highlighting strategic leadership and success.
  • Bachelor’s degree in social services, business administration or similar discipline from an accredited college or university. Master’s degree in business administration or similar field, a plus.
  • Demonstrated success in creating and implementing a strategic plan, as well as forming strong community partnerships.
  • Excellent leadership abilities, communication, and problem-solving skills.
  • Demonstrated experience in management, with an emphasis on addressing strategic, financial and community implications.
  • A business mindset with a proven track record of improving organization’s effectiveness, efficiency, and sustainability.
  • Ability to lead operations and collaborate with staff, working with diverse groups and a wide range of faiths, beliefs, ages, cultures and experiences.
  • Expertise and deep experience in driving transformation to achieve specific business imperatives.
  • Personal qualities of integrity, credibility, and a commitment to the Project Access mission.
  • Valid Driver’s License, clean driving record, and current automobile insurance.


Salary commensurate with experience with a competitive benefits package.
