Based in LA office (currently remote; hybrid remote/in-office model to come)

General Overview:
The Shared-Use Mobility Center (SUMC) is a non-profit public interest organization promoting multi-modal transportation systems that work for all. Through pilot projects, research, capacity-building, and advocacy, SUMC helps communities realize a vision of an equitable and sustainable mobility future. 

SUMC is looking for a Research Analyst to join the Los Angeles Office. SUMC is expanding its Los Angeles Office to serve a growing set of programs that include program evaluation and learning components. These capacity building programs disseminate knowledge and resources throughout a rapidly-growing mobility ecosystem of public agencies, community-based organizations, Native American tribes, and private sector mobility providers.

Foremost among these programs is California Clean Mobility Options Voucher Pilot Program (CMO). CMO is a partnership with the California Air Resources Board to support zero-emission shared mobility pilots in the State’s disadvantaged communities. SUMC works in partnership with CALSTART as the CMO Program Administrator, delivering approximately $35M in funding and capacity-building resources to disadvantaged and low-income communities across California in pursuit of mobility equity goals. 

Position Overview:
The Research Analyst will work closely with the Strategic Lead for California and Western Programs and SUMC’s California and Chicago-based teams to support the organization’s growing capacity-building programs. The position presents a rare opportunity to work across the public and private sectors to shape equity indicators, metrics, and processes to impact the future of mobility around climate and social equity goals. SUMC staff are responsible for a wide range of duties in a thoughtful, creative, fast-paced atmosphere.

Depending on the needs at the time, the Research Analyst will primarily be responsible for coordinating program evaluation efforts including developing processes to facilitate data collection management tasks, analyzing data, and delivering technical assistance around data collection. Additional relevant subject matter is wide-ranging and may include transportation planning, community engagement, procurement, public-private partnerships, accessibility, data management, and innovative technology, such as trip-planning software and electric vehicle charging infrastructure.

Research Analyst Duties May Include:

  • Coordinate evaluation data collection, cleaning, and analysis
  • Conduct literature reviews to support evaluation indicators and metrics
  • Deliver technical assistance to program participants regarding evaluation practices
  • Create engaging written and visual reports based on evaluation findings
  • Contribute to the development and utilization of tools such as surveys, mapping tools, decision-support tools, and reporting templates
  • Conduct research and collect information about mobility projects from around the country for inclusion in SUMC’s Learning Center
  • Contribute to program planning and organizational strategy in collaboration with partners and colleagues
  • Facilitate meetings and other peer exchange opportunities in information-sharing networks
  • Facilitate relationships between SUMC management and potential partners, and maintain account and contact information in SUMC databases
  • Contribute to SUMC communications efforts such as authoring blog posts and news items
  • Represent SUMC at meetings and conferences
  • Gain a deep understanding of identified topic areas as a subject matter expert

 

Required Qualifications:

  • Bachelor’s degree in a related field such as program evaluation, economics, public policy, city planning, economic geography, or business administration AND at least four years’ experience in related positions such as program evaluator, researcher, data analyst, transportation and land use planning or mobility industry operations, or policy/public affairs
  • OR
  • Master’s degree in a related field such as program evaluation, economics, public policy, city planning, economic geography, or business administration AND at least two years’ experience in related positions such as program evaluator, researcher, data analyst, transportation and land use planning or mobility industry operations, or policy/public affairs
  • Experience and/or course work in the following areas:
    • Familiarity with program evaluation
    • Familiarity with a wide range of quantitative methods and skill
    • Familiarity with a wide range of qualitative methods and skills
    • Familiarity with mixed-methods approaches
    • Familiarity with compiling, cleaning, and manipulating data to create a single database from various sources
    • Familiarity with data coding and categorization techniques
  • Excellent writing skills and an ability to synthesize analysis findings to develop narrative documents from outline to complete draft with minimal editorial oversight
  • Experience communicating complex processes and findings to stakeholders of different backgrounds
  • Experience with survey development and online survey platforms
  • Excellent interpersonal and verbal communication skills
  • Demonstrated familiarity with key evaluation components such as logic models and hypothesis building
  • Demonstrated ability to collaborate effectively with team members, including colleagues in a remote location
  • Strong attention to detail and time management skills
  • Self-starter with the ability to identify needs and next steps with minimal guidance

 

Preferred Qualifications:

  • Experience working in or with local or regional transportation agencies
  • Experience with statistical programming languages
  • Experience with data visualization software
  • Ability to engage individuals representing different cultures and backgrounds with ease, adapting language and style to the context both in-person and virtually
  • Familiarity or experience with racial and social justice work and strategies
  • Subject matter knowledge on accessibility, mobility and transportation equity, and climate resiliency
  • Experience with technical analysis and evaluation specific to transportation planning and implementation
  • Spanish-language competency

 

Compensation and Benefits:
SUMC offers a salary and benefits package competitive with similar organizations in California. Starting salary will be between $58,000 and $68,000.
