Job Title: Employment Counselor
Reports To: Program Manager

Essential Duties and Responsibilities
Under direct supervision of the Program Manager, the Employment Counselor is the first point of contact for trainees referred for Workforce Development services. He or she will assist trainees in creating an employment plan and implementing each step. This will include assessing trainee strengths and challenges, assisting trainees in articulating their goals, tracking trainee progress in moving toward work readiness and job skills and supporting trainee efforts to prepare for internal or external placement. 

Key Duties

  • Create, develop and conduct job development plan for each trainee/participant.
  • Determine program eligibility for grant tracking and services. 
  • Assess a person’s education level, work history, Interests Inventory (COPS) and suggest career pathways that match his/ her background and abilities. 
  • Connect participants with short- term career trainings/ apprenticeships and track training progress. Assist in the delivery of employment readiness training for HBI program participants.
  • Listen to participant needs and assist with barrier removal through outside and/ or in-house referrals (e.g. Tattoo Removal, Housing, Mental Health, Substance Abuse, Legal Services, etc.)
  • Provide supportive services (e.g. tools, uniform, transportation assistance, etc.)
  • Assist with connecting trainees with employment opportunities/ career pathways. 
  • Job counseling and follow up services 
  • Create and maintain participant files and logging events and progress case notes in management information system (MIS). Prepares reports by collecting, analyzing, and summarizing progress. 
  • Carry out special projects as requested by supervisor on or off site.


Basic Qualifications include:

  • HS Diploma/GED. AA/BA desirable. 
  • 2-5 years of experience in workforce development position. 
  • Enjoy working as a member of a team. 
  • Experience working with vulnerable populations. 
  • Computer literacy in Word-processing, spreadsheet programs, PowerPoint, social media, text and email. Required
  • Communication Skills: The ability to read, analyze, and interpret general business documentation, procedures.  Ability to present report information in a narrative, statistical and oral presentations.  Required
