Homes end homelessness. This has been the central organizing principle of United Way of Greater Los Angeles’ (UWGLA) efforts to end homelessness in LA County over the past 10 years. The Director, Housing Initiatives will oversee UWGLA’s efforts to expand the availability of supportive and affordable housing and change the trajectory of housing development in LA County. In particular, the Director, Housing Initiatives will use their expertise in housing development to identify the most catalytic ways to deploy the unique assets UWGLA has built in the largest collective impact effort on social change in LA County. This includes the funding and policymaking tables of Home For Good, the evaluation and research capacity of the Homelessness Policy Research Institute (HPRI), the incredible communication and community organizing network of Everyone In, and the breadth of United Way’s relationships with labor and business leaders, financial institutions, and social impact investors. As a member of UWGLA’s Community Impact leadership team, the Director, Housing Initiatives will provide content knowledge, strategy and guidance to support the organization’s strategy, operations and initiatives.

The ideal candidate will demonstrate a deep passion for ending homelessness through housing development, possess a strong work-ethic, enjoy dynamic problem-solving, operate with a team & mission-first mindset, and exhibit a track record of cultivating easy, meaningful, and productive relationships with diverse partners.  


  • Develop and direct strategies for United Way’s efforts to expand the availability of affordable and supportive housing. Harness and align UWGLA’s assets in data and research, funding, systems change policy pilots and projects, and advocacy efforts in order to:
    • 1) Pilot lower cost and quicker development of supportive and affordable housing that still maintains standards of quality and operational sustainability,  
    • 2) Streamline polices and regulations to reduce costs and speed up supportive and affordable housing development, 
    • 3) Build capacity and partnerships for housing developers to be stronger and more effective
  • Oversee the $5M investment of the Home For Good Funders Collaborative Accelerating Permanent Supportive Housing (APSH) pilots: 15 developers exploring efficiencies in modular/manufactured construction, shared housing arrangements, ADU’s, and by-right, small-lot/in-fill developments
  • Lead, manage, and develop a Housing Manager, providing effective oversight, leadership, mentorship, performance management, and proactively addressing personnel and operational issues that may arise
  • Manage the Funders Collaborative’s investment in Mayor Garcetti’s Housing Crisis Solutions Team
  • Lead the Financing Roundtable: a burgeoning initiative of leading Community Development Financial Institutions (CDFI’s) to align lending products, provide collective feedback to applicants, and identify gaps in financial products
  • Explore the creation of a Social Impact Fund to bring more patient and low-return capital to promising practices in supportive and affordable housing development
  • Working in partnership with the organization’s Performance & Evaluation team, steer HPRI’s evaluation of APSH pilots and Crisis Solutions Team to understand real and imaginary factors in cost and time savings in the development of supportive housing
  • Identify important policy challenges, advance opportunities with policy makers and elected offices, and relay calls to action to fuel Everyone In, United Way’s public awareness, communication, and organizing effort on homelessness in partnership with the Senior Director, Impact Initiatives
  • Represent United Way on housing development as a key advisor, thought leader, subject matter expert, and speaker at decision tables, community meetings, events, public rallies, and media interviews 
  • Lead ongoing community engagement process, including housing developers, researchers, advocates, investors/lenders, and public sector partners to seek input and ideas for housing strategies
  • Support implementation of the Community Impact Team’s annual goals and the organization’s strategic plan
  • Participate in cross-departmental and organizational planning and volunteer efforts as needed
  • Work collaboratively with Development & Engagement and Marketing & Communications teams to articulate the value of this work and provide meaningful engagement opportunities for donors and community
  • Serve on the Community Impact Leadership Team and UWGLA Leadership Team
  • Other duties and responsibilities as assigned



  • Minimum 7 years of work experience. Experience in systems change, policy work, service delivery, and proven ability to develop, manage, and evaluate large-scale initiatives preferred
  • Bachelor’s degree or equivalent experience required. Additional graduate study or additional professional fellowships preferred
  • Demonstrated experience in housing development
  • Deep understanding or experience in financial underwriting and capital financing
  • Should possess strong interpersonal, written, and verbal communication skills, as well as the ability to persuade small and large groups, as well as accurately manage and analyze data
  • Experience in direct staff management preferred, especially experience in directing team members and stakeholders that are not under direct supervision
  • Demonstrated success in securing or coordinating the disbursement of financing for the development of supportive housing
  • Demonstrated success in project and/or initiative management, especially efforts that stitch across stakeholders
  • Demonstrated success in internal and external collaboration, joint problem solving, and constructive team dynamics
  • Demonstrated experience in policy and systems change and/or program design
  • Demonstrated ability to work collaboratively with all organizational levels within a diverse environment.
  • Must be able to transfer thoughts and ideas into concrete, coherent actions, while applying continuous quality improvement processes to evaluate outcomes
  • Must be able to exercise initiative, independent good judgment, flexibility, discretion, and solid decision making
  • Must be able to utilize creative strategies to engage stakeholders and maintain effective working relationship with key stakeholders
  • Must be able to successfully consolidate competing priorities from stakeholders toward a singular goal
  • Must be able to prioritize work, meet specific deadlines, and make appropriate adjustments to changing circumstances as necessary
  • Intermediate knowledge of Microsoft Office (Excel, Word, Outlook, and PowerPoint) is essential
