The following provides a general description of duties and a more specific description of requirements for the Staff Analyst – Strategic and Operational Plan.  Please note that the summary of responsibilities and required abilities identified below are not to be construed as an exhaustive statement of duties, responsibilities, or requirements.

The Staff Analyst - Strategic and Operations will collaborate with existing staff to develop a new three-year Strategic Plan for the Division to support implementation of the Drug Medi-Cal Waiver in Los Angeles County. . This plan will include integration of care with the health and mental health systems, visioning for the contracted provider network, and programmatic build-out of newly directly operated facilities, including Los Angeles County and University of Southern California (LAC+USC) Restorative Village, Rancho Los Amigos, Martin Luther King Jr. Behavioral Health Center, and North Hollywood Integrated Care Facility, as well as the Community Wellness Centers with Connecting to Opportunities for Recovery and Engagement (CORE) Centers.

The duties of the Staff Analyst – Strategic and Operational Plan include, but are not limited to:

  • Develop and manage an operational plan with associated timelines that detail specific steps and objectives to design and implement the Drug Medi-Cal Waiver in Los Angeles County.

  • Facilitate internal and external listening sessions with stakeholders to understand challenges with the current system and opportunities for improvement;

  • Draft the program concept (e.g., vision, mission, goals, strategies), operational approach (e.g., staffing, procurement, policies and procedures) and service description to achieve overarching priority areas for the Division; and

  • Other duties as assigned.

 

Minimum Qualifications

  • A Bachelor’s Degree from an accredited college or university in a discipline related to the core business function of the department -AND- two (2) years of experience in the analysis of public or non-public programs including those in health (e.g., medicine, physiology), public health, public policy and/or social work/social welfare. A Master’s Degree from an accredited college or university in a discipline related to the core business function of the department including public health, public policy and/or social work/social welfare may be substituted for one (1) year of the required experience.

 

Desirable Qualifications

  • Experience developing strategic and operational plans for behavioral health programs or managed care health plans;

  • Experience implementing behavioral health programs;

  • Experience in project management, developing workflows, policies, procedures, and protocols related to the delivery of public health services;

  • Experience in conducting analysis of behavioral health organizations to determine areas of risk and opportunities;

  • Computer proficient and skilled in the use of MS Windows-based programs, including MS Office (Word, Excel, PowerPoint); and

  • Excellent oral and written communication skills.
