YPI provides a participant-centered case management model designed to provide a continuum of care through effective and integrated resource coordination in order to support youth and adult’s ability to succeed academically and in the workforce. The Workforce Division provides unemployed workers with individualized counseling, workshops, training and supportive and specialized services leading to employment. The Director of Workforce and Economic Development is responsible for the leadership and strategic direction of YPI’s workforce division. At present, this includes WIOA funded centers, special initiatives and Day Labor Centers. The Director will work with YPI leadership to expand this work.
- Oversees operations and drives the results of the Workforce Division in an integrated service delivery environment.
- Interprets and applies current applicable federal, state and local regulations and requirements, grant and YPI guidelines, policies and procedures to accomplish successful program delivery and management.
- Assures program performance is consistent with contract requirements by effective supervision and training of staff, managing program processes, analyzing data and staying current with employment and business service trends.
- As co-chair of the AJCC Leadership Team, the Director works with leaders of partner agencies to ensure appropriate collaboration, leveraging of services, and continuous quality improvement practices.
- Plans, develops, establishes and implements grant/program budgets, monitors program delivery and performance against program budgets, objectives and outcomes; reviews and monitors program expenditures to ensure compliance with funding requirements and regulations.
- Works closely with Grant Accountant to ensure timely fund expenditures and with Research and Evaluation Manager to track, analyze, and use data to drive strategy and meet performance goals.
- Plans and evaluates the performance of assigned staff; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development; recommends compensation and provides other rewards as appropriate to recognize performance; subject to management concurrence, takes disciplinary action, up to and including termination, to address performance deficiencies.

- Bachelor degree in education, social work, urban planning, business, or related field required
- 5 years of progressive management experience in workforce development or other related arenas preferred
- Experience and knowledge of WIOA, EDD, DPSS and DOL regulations.
- Knowledge of management principles involved in strategic planning, resource allocation, leadership, and coordination of people and resources
- Demonstrated success in executing programs that will meet and exceed contract performance goals.
- Strong analytical skills; expertise in quantitative and/or qualitative analysis
- Excellent interpersonal, written and oral communication skills
- Strong project management skills and consultative skills
- Proficient in Microsoft Office (Word, Excel, SharePoint, PowerPoint) and Google (Mail, Calendar, Drive).
- If applicable, will be required to present current California driver license, proof of acceptable driving record (DMV H-6 printout), and liability auto insurance.
- Bilingual English/Spanish, is preferred.
- Experience working with individuals with diverse ethnic, social and educational background
