Management Analyst – Job Description

The following provides a general description of duties and a more specific description of requirements for the Management Analyst. Please note that the summary of responsibilities and required abilities identified below are not to be construed as an exhaustive statement of duties, responsibilities, or requirements.
The Management Analyst will implement and evaluate the processes and operations of the HIM Unit within the Sage EHR Management Division. The Management Analyst will be responsible for researching and appropriately implementing protocols for the receipt, processing, uploading, handling, and release of SUD related PHI records; ensuring all legal subpoenas are received, evaluated, and appropriately adjudicated and processed. The Management Analyst will also implement project management efforts for the development and enhancement of the SUD data exchange process to support CalAIM JIIs in compliance with all applicable state and federal regulations.
Roles & responsibilities
The duties of the Management Analyst include, but are not limited to, the following:
Under the Direction of the Staff Analyst, the Management Analyst will implement and evaluate the protocols and procedures of the Health Information Management (HIM) Unit within the Sage EHR Management Division (Sage MD). These responsibilities will include carrying out the protocols and procedures related to HIM and appropriate receipt, storage, and processing and release of SUD protected health information (PHI) consistent with HIPAA and 42 CFR Part 2; implement and appropriately process SUD data sharing project enhancements and/or changes to the relevant SAPC systems, including the Sage EHR system to streamline SAPC’s HIM services to authorized entities in compliance with state and federal regulations. Will participate in appropriate Sage related meetings with County partners, vendors, and other stakeholders to improve security, confidentiality, and quality of SUD clinical record receipt and appropriate data sharing. Will follow through on action items from meetings and discussions to support the ongoing improvement of the HIM operations from the perspective of meeting SAPC’s organizational needs as well as the Sage EHR system’s functionality, usability, and compliance related to HIM functions.
Work collaboratively with other staff within Sage MD to implement HIM data sharing protocols and procedures related to industry standards for effective SUD clinical record sharing with medical, behavioral, and social services providers.
Implement and evaluate process improvement enhancements to ensure and improve the efficiency of the SUD data sharing system by the SAPC staff and its health care partners, including criminal justice partners. This includes process monitoring, preparing reports, memos, and business correspondence to communicate with partners, SAPC staff, and other applicable parties and making process recommendations to the unit supervisor.
In collaboration with supervisor, other HIM Unit staff, and other Sage MD, will implement procedures to receive, appropriately evaluate and timely adjudicate subpoena requests sent to SAPC for legal entities. Will escalate non-routine issues to the Assistant Staff Analyst, Health and Unit Supervisor as needed.
Carries out activities to ensure compliance with industry standards and federal requirements for management of SUD protected health information in support of CalAIM initiatives, including CalAIM Justice Involved Initiatives. Identifies procedural issues requiring supervisor analysis and development
