Nithya Raman is an urban planner, a graduate of Harvard and MIT, a working mother, an immigrant to America, and a member of the Los Angeles City Council representing the 4th District.
Since taking office, Councilmember Raman has prioritized delivering compassionate and effective services for people experiencing homelessness, building more affordable housing, and moving with greater urgency to meet our city’s climate goals.
Councilmember Raman serves as Chair of the Housing & Homelessness Committee, Vice Chair of the Rules, Elections, and Intergovernmental Relations Committee, and as a member of the Planning & Land Use Management Committee, Energy & Environment Committees, and the Ad Hoc Committee on Unarmed Crisis Prevention, Intervention, and Community Services.
Councilmember Raman was also appointed to the South Coast Air Quality Management District Governing Board by former Mayor Eric Garcetti, and to the Board of the Los Angeles County Affordable Housing Solutions Agency by Mayor Bass.

Our office is seeking a Senior Legislative Deputy or Legislative Director (based on experience) to develop and craft public policy for Councilmember Raman’s office. This person will lead the office’s efforts to develop policy that can meet the most urgent needs of residents and move the City and the district toward the broader goals of the office. This is an office that believes deeply in good, ambitious policymaking and believes in the potential for the City to drive positive change for all residents. We see the Legislative Director as driving our ability to make those changes into reality.
Roles & responsibilities
Duties may include, but are not limited to:
- Developing efficient, equitable, and sustainable policies in response to LA’s intertwined housing, racial justice, and climate crises, in collaboration with academics, movement organizations, impacted communities, and partners within the City and other levels of government.
Collaborating with other members of the office including Chief of Staff, Deputy Chief of Staff, Communications, and Field Teams to ensure policies are reflective of constituents’ needs and appropriately communicated to residents and to the broader public.
Managing others in the Legislative Team and others in the office with policy development responsibilities to meet deliverables.
Briefing the Councilmember before full Council meetings and committees and staffing her during them, as needed.
Writing motions, policy briefs, and training materials for staff to communicate about policy issues with the public.
Representing the Council Office in meetings with City departments, offices of other elected officials, public forums, and with the press as required.
Qualifications
The ideal candidate would have:
Deep knowledge and understanding of law and public policy, especially at the municipal level.
Subject matter expertise in economic development, municipal budgets and fiscal policy.
Advanced degrees in relevant fields (i.e law, public policy or political science).
Excellent written and verbal communication skills and a collaborative attitude.
Superior project management, organizational, interpersonal, and written communication skills.
Experience managing multiple projects and teams.
5+ years working on policy in a professional, full-time capacity.
Respect and humility vis-a-vis constituents and affected communities.
Deep experience in building partnerships and broad coalitions for policy change, especially on complex issues.
Experience communicating with others and exercising political judgment in finding ways to talk about policy change that earns widespread support.
