Maternal and Child Health Access (MCHA)

MCHA is a non-profit social service and policy agency that through direct support, individual advocacy, policy change and health care workforce transformation, is building a California where women, pregnant people and families are supported, and everyone has the opportunity to be healthy. We offer a case management program and home visitation for pregnant and parenting individuals; reproductive health support for individuals and to train staff of community agencies about reproductive health coverage; health education and support classes, including breastfeeding support; enrollment into health and food programs and referrals to health services; trouble-shooting for problems accessing health care or using health or food programs; and training and technical assistance to agencies on health and food programs and services available to low-income people. We conduct policy work in areas of access to care and health issues based on our experiences with low-income people.

About this job

Working closely with the Executive Director, the Deputy Finance Director, the Board of Directors, and HR, the Finance Director provides both the strategic and day-to-day leadership in the financial management and accounting functions of a $5+ million organization. They are responsible for internal controls, financial compliance and reporting, timely invoicing, audit and budget preparation/analysis and modification, forecasting financial/grant reports, and management of the financial portion of contracts. The description below includes core functions of the job.

Roles & responsibilities

Accounting/Finance

• Provide oversight to all accounting, finance, and payroll activities for the organization, identifying short- and long-term strategic financial goals and recommendations to ensure accuracy, efficiency, and a healthy organizational financial position.

• Maintain ongoing fiscal, regulatory, and legal compliance and keep finance and accounting policies and procedures up to date with current GAAP standards, updates, new FASB’s, and other relevant pronouncements, as well as any government grant or lender requirements.

• Maintain accounts receivable ledger and support the tracking and collection of funds as needed.

• Supervise and work closely with the Deputy Finance Director, providing training, supervision, mentorship, target-setting, and evaluation to maximize performance.

Banking and Financial Management

• Serve as key contact for the organization’s banking relationships.

• Complete month-end and year-end close-out procedures, including reviewing and validating general ledger activity, reviewing payroll, preparing month-end journal entries, and verifying bank reconciliations.

• Prepare monthly consolidated financial statements and related financial reports for the Executive Director and Board of Directors.

• Monitor daily cash balances to ensure adequate organizational cash flow.

• Manage annual renewal and reporting for line of credit

Grants and Contracts Management

• Support government and private grant budget development, monitoring, compliance, and reporting, in collaboration with the Executive Director.

• Maintain knowledge of all grants awarded and understand how to maximize cost allocations for each grant and across grants, including personnel. Maintain systems that recognize the time span of grants, purpose(s), personnel included and percentages of time, the degree of funder’s flexibility to change, timing of finance reports due/final, how to record and account for allocation changes, and timing for and preferred templates for invoicing of contracts.

• Monitor expenditures to ensure compliance with all federal, state, and local legal requirements as well as public and private grants and donor requirements. Work with Deputy Finance Director and Executive Director to ensure that cost allocations are completed accurately.

• Prepare grant and contract invoices; work with Deputy Finance Director to ensure accurate backup documentation is included in submissions.

• Work directly with funders on grant reporting, possible budget modifications, and possible annual audits.

Internal and External Financial Reporting

• Design and lead annual budgeting process, regularly review income and expenditures against budget, and work with Executive Director and staff to manage individual program/grant budgets and financial results.

• Conduct regular financial analysis; prepare internal financial reports by collecting, analyzing, and summarizing information and trends; and communicate results to Executive Director on a monthly basis. Reports to include income statement, balance sheet, statement of cash flows, and budget versus actuals. Additional ad hoc reports prepared as needed for Board of Directors.

• Attend relevant Board Committee and Board Meetings to provide finance and audit reports.

• Partner with external auditor to complete annual audit and tax filings.

• Work closely with Executive Director, HR, and program staff on various internal program audits, as well as worker’s comp audits.

• Ensure timely preparation of GAAP-compliant audited financial statements.

• Oversee and ensure timely filing of year-end closings, adjustments and analysis, and compliance with ERISA and other federal, state, city, county requirements.

Liability/Insurance Policies

• Manage MCHA grant/contract requirements for liability insurance policies, renewals, and amended and updated Certificates of Coverage. This includes but is not limited to policies for general liability, property, workers compensation, cybercrimes, theft, and Directors and Officers/Employment Practices Liability.

Infrastructure

• Create and oversee a strong control environment for the organization, including planning, updating, and managing internal controls, fraud prevention systems, and key policies and procedures; provide training and supervision of all staff on the importance of such controls.

• Participate in any lease negotiations or expansion discussions, as well as provide recommendations related to major purchases.

• Supervise, train when necessary, and mentor the Deputy Finance Director; set high standards for performance and hold accountable for results.

Qualifications

Bachelor’s degree or higher from an accredited institution in Accounting, Economics, Finance, or Business or equivalent education.

Three-plus years of experience as a Finance & Administration Manager, Accounting Manager, or Staff Accountant in a non-profit organization, preferably with a budget of $5 million dollars or higher.

Staff supervision experience required.

Experience with independent audits and sound knowledge of Generally Accepted Accounting Principles, accounting principles, rules, regulations, policies, and best practices.

Intermediate/Advanced knowledge of QuickBooks.

Intermediate/Advanced level of Excel and Microsoft Office Suite Programs.

Extensive knowledge of functional expense allocations.

Demonstrated leadership, ability to problem solve; adaptability, organization, staff management, and strong interpersonal and communication skills, both oral and written.

Knowledge of fund accounting terminology, procedures, reporting and methodologies.

Job Type: Full-time

Monday to Friday, with work location hybrid – in office and work from home

Reliably commute or planning to relocate before starting work (Required)

Salary Range: $95,000-$120,000
