HPP CARES is seeking a Disaster & Rebuild Case Manager to play a critical role in helping disaster-impacted households recover and rebuild. This position blends the human-centered support of Disaster Case Management with the technical oversight of the Rebuild Case Manager role, creating a full-spectrum position that guides families from initial intake to project completion. The Disaster & Rebuild Case Manager ensures survivors receive compassionate case management services, equitable access to resources, accurate recovery planning, and practical hands-on assistance in rebuilding their homes and lives.
COMPENSATION & COMPLIANCE
In accordance with California law, the expected pay range for this position is $24.00 – $28.00 per hour. Final compensation will be determined based on experience and qualifications.
Roles & responsibilities
As part of Rebuild Case Management, the Case Manager will:
- Provide end-to-end support for families rebuilding homes after disaster events.
- Guide clients through technical and logistical rebuild stages, including Site preparation and remediation (clearing debris, addressing hazards); Development of rebuild plans and coordination with architects/ designers; Permit application process and communication with city/county planning offices; Contractor and engineer coordination, including hiring, scheduling, and quality control; Inspection coordination to ensure compliance with building codes; Tracking construction progress from groundbreaking to final walkthrough.
- Prepare cost estimates for rebuilding projects, ensuring transparency and accountability.
- Conduct Xactimate assessments to calculate loss, estimate repairs, and support insurance or FEMA claims.
- Serve as an advocate for clients in negotiations with contractors, insurance providers, and government entities.
- Maintain detailed case files documenting rebuild milestones, communications, and compliance requirements.
- Conduct proactive outreach to ensure families who are unaware of rebuild services have access to assistance.
- Collaborate with internal HPP CARES staff and external partners (contractors, engineers, inspectors) to streamline recovery timelines.
Qualifications
Combined Skills & Competencies
- Empathy, professionalism, and cultural sensitivity when working with vulnerable populations.
- Rebuild Case Management
Experience
- Minimum 2 years of case management, with strong preference for experience in housing, construction, or disaster recovery.
Technical Knowledge
- Familiarity with construction processes, permitting, and rebuild project management.
- Experience with cost estimating tools (Xactimate strongly preferred).
Skills
- Ability to explain construction timelines and processes in plain language to homeowners.
- Strong organizational skills for tracking multiple rebuild projects simultaneously.
- High attention to detail in estimating, documentation, and compliance.
- Ability to mediate disputes or challenges between clients, contractors, and inspectors.
Preferred
- Bilingual in English and Spanish (or another language).
- Successful completion of a pre-employment background check, including: State and national criminal records, Sex offender registries
- Employment and education verifications: Child abuse registry checks (as required by law)
- Excellent written and verbal communication skills.
- Flexibility and adaptability in fast-changing recovery environments.
- Proficiency in Microsoft Office and client referral/case management platforms.
- Strong ability to work independently while collaborating within a team setting
