General Overview: 

The Shared-Use Mobility Center (SUMC) is a public-interest organization working to foster collaboration in shared mobility (including bikesharing, carsharing, ridehailing and more) and help connect the growing industry with transit agencies, cities and communities across the nation. Through piloting programs, conducting new research and providing advice and expertise to cities and regions, SUMC hopes to extend the benefits of shared mobility for all.

Position Overview:

The California Program and Policy Manager (Program Manager) will report to the Program and Development Director of SUMC. As a start-up organization, SUMC has a small staff responsible for a wide range of duties in a creative and flexible, but also fast-paced atmosphere.

The position will involve coordinating SUMC’s growing set of projects in the State of California. The work involves working closely with government agencies, civic organizations, community groups, private foundations, and shared mobility businesses to advance the SUMC mission to make it possible to live well without owning a car. This work will take the form of coalition-building, policy analysis, and technical assistance.

This is a full-time salaried position, and occasional travel is required.

The Program Manager will have the following responsibilities:

Advance mobility and land use policy in support of SUMC’s mission in California.

This will include:

  • Developing policy guidance towards the development and implementation of SUMC Action Plan(s)
  • Planning, promoting and executing shared mobility workshops in California
  • Tracking and maintaining an understanding of state and local funding sources from agencies including CARB, SGC, CPUC, LA Metro, the Cities of LA and Long Beach, and others
  • Developing and maintaining relationships with individuals in agencies as well as elected officials
  • Maintaining up to date information and monitoring solicitations around agencies’ opportunities and program/funding strategies
  • Working with SUMC staff, project partners, and community-based organizations to continually advance shared mobility opportunities for low-income communities
  • Working with the California Program Coordinator and SUMC Program Director to communicate program work weekly to the larger SUMC team

Work with the Program and Development Director towards advancement of equity-focused shared mobility policies and programs in the State of California and nationally:

  • Supporting grant writing and program planning efforts to advance equity-focused shared mobility programs in California
  • Meeting bi-weekly and coordinating with Executive Director and Operations Director, and other staff as needed, to develop a program and fundraising strategy for California
  • Developing relationships with local, state, and national foundations under the direction of the Executive Director
  • Communicating with partners in coordination with the Communications Director to identify common ground in advancing SUMC’s equity goals
  • Identifying new opportunities for SUMC

Provide guidance and assistance to the California Program Coordinator by:

  • Implementing equity-focused technical assistance around projects such as the Los Angeles electric vehicle carshare pilot project
  • Communicating to community partners and stakeholders
  • Supervising staff and interns as needed
  • Guiding project design and evaluation efforts, including focus groups, surveys, and tracking/measurement

The Program Manager will be expected to have at least five years of project management experience in urban planning, urban economics, social work, environmental studies or related field. Experience in community organizing and grant writing is a plus.
