JOB SUMMARY

Under the general direction of the Manager, Knowledge Management, the Information and Data Analytics Specialist is responsible for supporting the planning and management of program, organizational and select external data development and data integration efforts.  In addition, the Information and Data Analytics Specialist is responsible for supporting the organization-wide efforts to capture, analyze and utilize knowledge to support First 5 LA’s Strategic Plan.
 
ESSENTIAL DUTIES & RESPONSIBILITIES

The Information and Data Analytics Specialist should visibly demonstrate the adopted organizational values of collaboration, integrity, respect, accountability, purpose, shared leadership and learning in the execution of their key areas of responsibility:

Essential Duties: 
Data Collection, Synthesis, Visualization, Analytics and Reporting

  • Provides support on strategic oversight and planning in the area of data development and integration
  • Manages a portfolio of projects, and sets project priorities
  • Supports the development and implementation of strategies for collecting, synthesizing, and analyzing project information
  • Identifies opportunities to use information analytics techniques and tools to improve decision-making across the organization
  • Provides content area and data management expertise to the development of programmatic initiatives, evaluations, organizational learning projects and organizational strategic planning
  • Supports the design of data collection and analysis procedures including the development of reporting standards across organization
  • Coordinates the exchange of information and the development of data sharing meetings with county agencies, non-profit organizations and foundations
  • Collects data and integrates data into existing internal databases
  • Develops data visualization templates and plans to tell First 5 LA’s story
  • Creates and updates data dashboards
  • Conducts rapid and accurate analysis for executive team as required
  • Maintains database integrity
  • Assesses state of current database infrastructure by examining data elements in detail
  • Analyzes qualitative and quantitative data for programmatic and business operations
  • Reviews and applies pertinent rules and regulations related to data sharing and data confidentiality; educates internal team on relevant policies
  • Facilitates groups of stakeholders to agree on priority data dashboards
  • Applies process improvement methods to existing processes for data collection
     

Knowledge Management Support

  • Develops workflows, data collection procedures and reporting protocols for contractor and grantee staff in partnership with staff across the organization
  • Develops policies and practices for departments to use to identify, review, publish and maintain open datasets for internal and external stakeholders
  • Engages data producers and other internal stakeholders to convey the strategic importance of sharing information both internally and externally
     

Strategically represent First 5 LA in external data efforts

  • Engages with external consumers of open data to ensure awareness of available data, solicit feedback on data quality and obtain new ideas for future data releases
  • Provides content area and data support, as needed, to First 5 LA evaluation and research efforts
  • Pilots data analysis and mapping projects that demonstrate the value of data-informed decision making.
  • Provides education and analytic tools across the organization to improve and assist with their data efforts
  • Coordinates the creation and sharing of internal databases in partnership with the IT department
  • Recommends data integration strategies for the organization in partnership with the IT department
  • Coordinates with internal stakeholders to selectively represent First 5 LA at external data efforts that have potential to support First 5LA’s strategic plan priorities
  • Co-develops and refine tools for monitoring progress of our strategies and initiatives in ways that are efficient and add value to First 5 LA’s commitment to be accountable, to learn and improve, and to achieve greater impact with other Integration & Learning (I&L) staff
  • In partnership with all divisions, coordinates and implements the State Annual Report submission to First 5 California
  • Stays current with and contributes to the latest field-wide knowledge on Knowledge Management and Data Analytics
  • Collaborates with colleagues from peer foundations, county government, private sector, philanthropic organizations and others in joint data related initiatives
  • Serves as an advocate for open data on children 0-5 and their families within the County and articulates the innovation opportunities that can be realized by leveraging First 5 LA data
  • Supports the organization’s commitment to diversity and inclusion, and values a diversity of perspectives
  • Adheres to policies and procedures to ensure alignment with State regulations, local ordinances and First 5 LA directives
  • Keeps apprised of all laws, regulations, statutes, rules and policies affecting First 5 LA and Proposition 10
  • Supervises contractors and consultants, as needed
  • Collaborates both internally and with external stakeholders to capture, synthesize and share learning and knowledge outcomes from the ongoing execution of all activities as necessary

Experience:

  • Minimum of five years of related experience and/or training preferred
     

Education:

  • Advanced degree from an accredited college or university in Psychology, Sociology, Public Health, Computer Science, Human Development or a related field preferred
     

Computer Skills:

  • Proficiency in MS Office Suite (Word, Excel, PowerPoint, Outlook)
  • Proficiency in at least one data visualization software tool (i.e. Tableau) and/or GIS software such as ArcView. Knowledge of different data visualization techniques preferred
  • Proficiency in database development preferred
  • Proficiency in at least one statistical software package (SPSS, SAS, STATA etc.)
  • Ability to use widely supported internet browsers
     

Certificates, Licenses and Registrations:

  • Valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
  • Valid automobile liability insurance
     

Travel Requirements:

  • This position requires travel locally, statewide and nationally as needed
